Dear Sir,
I am a Highway Engineer working on National Highway Development Program. The article correctly depicts the problems
faced by the developing countries where infrastructure development is in progress.
In India, The same Problem persists. The main question that ails the engineers is whether to build the road for through traffic (traveling at higher speed-100kmph) or for the local people affected by the road improvement scheme (travelling at 30kmph).
For apt selection of Highway Improvement options and Land Acquisition the key is the "Community Consultations".
The Implementing agency for NHAI ensures that the Consultants during Design and Construction stages conduct community consultations at each village/settlement traversed by the road alignment. The viable suggestions made by local people are included in the design process.
The process becomes time-consuming but the results obtained by these consultations are win-win solution for all.
Some of the common solutions offered by the consultants/ asked by local public in NHDP projects are
1.. Bypasses and Realignments
2.. More Underpasses, Cattle crossings & Flyovers
3.. Judicial use of Service roads (Designed for 30kmph)
4.. Bus Bays and Bus Shelters
5.. Relocation of Religious structures and Enhancement.
