when are u coming to India and Mumbai ? I would like to fix an appointment
with mun commissioner and chief of traffic police

incentivizing off street parking can mean many things and we need to
understand . this is again an issue of permitting maximum and not
encouraing a minimum
but restrict road space use for parking in a limited , marked , regulated
and properly priced manner is an important beginning. because motorists
more "sensitive" parking restrctions and pricing than for fuel
and the change in  behavior can be best achieved thru intelligent parking
restraints.
there is actually no need to incentivize off street parking.
allowing people to provide parking on payment within premises and allowing
market forces to govern the prices will work very well as we can see in NY
