You might want to take a look at the following paper which contains PCU
values in the Indian context:

Maini & Khan (1999). Discharge Characteristics of Heterogeneous Traffic at
Signalized Intersections<http://onlinepubs.trb.org/onlinepubs/circulars/EC018/23_51.pdf>-
See table 7 for PCU values of different vehicle types from a number of
studies.

And the dissertation:

Patil Gopal (2002) "CAPACITY ANALYSIS OF SIGNALISED INTERSECTION IN
DEVELOPING COUNTRIES<http://rpinfo.rpi.edu/%7Epatilg/index_files/IITB_master-thesis_Gopal.pdf>"
- See tables 5.3-5.5 in particular.

I am not sure if these values were used 'dynamically' (ie the values vary
depending on the volume) or not. Dynamic PCU values may cause convergence
problems within the context of a traffic assignment procedure, particularly
when analyzing intersection capacity.
