A National Urban Transport Policy in 18 pages (or is it 23?) is quite an achievement.  Have not read it but it looks quite good, and at least hints at pilot projects (but no firm proposals).
 
What exactly is its status?  Does it replace a previous Transport Policy? It looks a bit like what we in the UK call a "Green Paper" - a discussion document rather than a firm commitment.
