[sustran] Gross Cost contracting for bus services

I'm doing some work in a Gulf country (not Dubai!). And I am looking for
Asia-Pacific examples of Gross Cost and Net Cost contracting regimes for bus
services - particularly the former.

 

Does anyone know of any? 

 

Paul - I've just been looking at your "Ethos" paper - I'm not sure what
subsidy if any the Singapore operators get currently, and how its
administered - if there is one.

 

Can you advise?
