[sustran] How to stop illegal jitneys?

We have a problem here in Dubai with illegal taxi-type operation - some
would call it jitneys. These are usually either private cars or "pick-ups",
the latter being licensed for carrying goods (for hire or reward) but not
passengers.

My question is - where such practices are illegal, is the legislation
enforced adequately, and how? In the UK, one of the main reasons car owners
don't do this is that it invalidates their insurance, and could lead to big
trouble in the case of an accident. But here it seems the insurance
companies are not so sharp.
