Alan,

I suggest you look at Hugh McLintock's Planning Bibliographies 
accesssible at the University of Nottingham. For buses the URLs are:

The contents are UK oriented but do contain some overseas material. 
Some of the items may be difficult to obtain in Saudi Arabia. 

A text which is helpful regarding UK tendering practices (but is 
probably out of print now) is:
