President Clinton approved the new regulations, sighting the danger to children, particularly those with asthma. "I think kids aught to be healthy," he said. The EPA sited a growing body of scientific evidence that 15,000 people die every year due to complications in illnesses from small particles, and hundreds of thousands of athsma attacks are triggered by exposure. The new ozone standard reduces tolerable levels of ozone exposure from 120 to 80 parts per million over an 8 hour period. The standards for microparticulates of 2.5 microns in diameter or less are the first ever to be imposed, and call for daily averages not to exceed 65 micrograms per cubic meter of air, and annual averages not to exceed 15 micrograms per cubic meter. The Congress now has 60 days to try and overturn the new standards, which were introduced despite vociferous and well financed opposition from highway, oil, and other industrial lobbyists. This is a very interesting issue. And you are right, policy developments in this field are limited. We all like bicycles and my feeling is that most motorbikes are only a bit more than a motorised bicycle. They use road and parking space more efficiently than cars (albeit less efficiently than bikes). But on a motorbike you share space with others in a way you fail to do in a car. A car creates its own, protected, cocoon. In terms of conviviality the ranking is walk, bicycle, motorcycle, jitney, bus, car. My guess is that in terms of use of roadspace the ranking is probably the same. The problem issues are safety, air and noise pollution and perhaps fuel consumption as well. If the choice is many cars or many motorbikes I prefer motorbikes. However, this is not the choice. One will find many more lobbyists for cars than for motorbikes. And pressure to build roads for cars rather than bike/motorbike lanes. Many Asian countries seem to be bypassing public transport altogether. Walking and bicycles are replaced by motorbikes which in turn are being replaced by cars. In terms of urban density and structure motorcycles would tend to generate a pattern perhaps more akin to that generated by cars than by public transport. Pollution is a problem. Catalytic converters for four stroke engines have already been developed and can be fitted, albeit at a cost. Two stroke engines can be made more efficient and less polluting too. I cannot help feeling that we still have to do more thinking on policies for motorbikes. Good for SUSTRAN. For example, the oft-cited United Kingdom Dept. of Transport research on the the value of travel time recommends that biking and walking (as well as waiting times for public transport) should be given a travel time value 2 times higher than that by motor vehicle. In Chile, the planning ministry recommends valuing wait time as 1.5 times as high as vehicle travel time and biking and walking as 2 times as high. >From what I understand, this valuation attempts to reflect the displeasure of these modes relative to motorized modes. In other words, a typical trip-maker would prefer to travel by auto instead of foot -- all other things being equal -- because the travel time by foot is costlier. So, even if a car and pedestrian travelled at the same speed (which is the case in some places at some times), a typical trip-maker would rather travel by car than by foot, since foot travel is perceived as more expensive. Is this right? My question is this: does anyone know of any specific references to what components of NMT travel time (or waiting time for public transport) make the perceived cost so high? Have any attempts been made to disaggregate NMT or waiting times to show, for example, that 10% of the extra cost of NMT travel time is due to accident risk, or sweat, etc. Have any attempts been made to quantify reductions in perceived time costs by NMT improvements (i.e., through traffic calming measures, bikelanes) or improved waiting conditions (i.e., improved transit information technology)? Current vaue of time concepts favour faster modes irrespective of the environmental and social costs involved. Most projects and their viability are highly senstive to the values assigned for travel time using different modes. This is a major area of research in the NMT field. A furhter area of research is vehicle equivalency. What are these equivaleencies based upon? The engineering standrads were based upon size and weight. Is this relevent if you are trying to improve NMT roads? Most of what is done in the above two areas, the values assigned, has been based upon experience and judgment. I must apologise for the series of error messages that went to the list over the last 2 days, all of which began with "User rahmatullaht is not defined". Normally such problems go only to me, the list-owner. The majordomo list server software is usually able to catch such error messages and stop them going out to the whole list. But unfortunately in this case they DID go to the whole list. Even more unfortunately this set off a CHAIN REACTION so that we all got multiple messages. This is because each new error message also went back to the problem address and generated a new error response which went to the whole list and so on until the message became too long and was stopped. I have now removed the offending address from the sustran-discuss list and will investigate how this can be prevented in future. Santiago's subway company Metro had profits of US$1.5 million in the first half of 1997, a 190 percent increase over the same period last year. Metro transported a total of 88.5 million passengers for the first six months of 1997, a 7.1 percent increase over the same period last year. Metro said that the newest transport route, Line 5, which connects downtown's Plaza Italia with the municipality of La Florida, transported a total of 6.8 million passengers since it first opened on April 5, which amounts to 11.9 percent of Metro's total passenger count. The company added that it will invest US$300 million in the period 1997-2000. US$20 million will be allocated for technological renovations, US$120 million for 11 trains and US$160 million to extend Line 5 towards downtown Santiago.
