米国では銃乱射事件で、一度に何十人が殺されても『銃規制』や『銃所持禁止』が実行されないのはなぜなのか？

Why is not "gun control" and "prohibition of gun possession" executed in 
the United States where every year there are the deaths of 20,000 by gun
suicide and 14,000 by gun murder?

米国では毎年、銃による自殺で20,000人、銃による殺人で14,000人が死亡しているのに『銃規制』や『銃所持禁止』が実行されないのはなぜなのか？

The biggest cause is the Federal Supreme Court Judgment to "allow 
individualgun ownership by Article 2 amendment of the Constitution" that
President Bush (son) pressured the US Federal Supreme Court Judges to 
send at the end of presidentialterm in July 2008

その最大の原因は、ブッシュ大統領(息子)が任期の最後の2008年7月に米連邦最高裁判事に出させた『憲法修正第二条によって個人の銃所有を認める』連邦最高裁判決である

President Bush (son) ordered nine US Federal Supreme Court judges in 
July 2008 at the end of the president's term "to grant individual gun 
ownership under "The Article 2 of the amendment to the US Constitution".

ブッシュ大統領(息子)は、大統領任期の最後の時の2008年7月に、任命権を持つ9名の米連邦最高裁判所判事に命令して『憲法修正第二条によって個人の銃所有を認める』最高裁判決を出させたのである。

According to this "US Supreme Court judgement" of July 2008, the United 
States became the only one developed country in the world whose 
Constitution allows for "weapons ownership of militia and
"individual",the only country where "people kill each other with guns".

2008年7月のこの『米国連邦最高裁判決』によって、米国は『民兵組織のと個人の武器所有』の両方を憲法が認める『国民同士が銃で殺し合う』世界で唯一の先進国となったのである。

"The correct interpretation" of "The Article 2 of the amendment to the 
US Constitution" established 250 years ago in 1791 was to "guarantee 
independence and libertyof the 13 initial autonomous provinces from the 
mighty federal government by admitting weapons possession to well
organized  militia (state guard) of each province.

今から250年前の1791年に成立した『米国憲法修正第二条』の『正しい解釈』は、強大な連邦政府に対し当初の13の自治州の『独立と自由を保障』するために各州の『規律ある民兵組織(州兵)の武器所持』を認めたものである。

  "Thw Article 2 of the amendment to the US Constitution" has never 
acknowledged "personal possession of weapons".

『米国憲法修正第二条』は決して『個人の武器所持』を認めたものではないのだ。

A well regulated militia, being necessary to the security of a free 
state, the right of the people to keep and bear Arms, shall not be 
infringed.

正しい解釈
:
The disciplined militia is necessary for the safety of "a free state", 
so the right of "well regulated militia" to possess and carry weapons 
must not be violated.

規律ある民兵は、『自由な州』の安全にとって必要であるから、『規律ある民兵』が武器を保有しまた携帯する権利はこれを侵してはならない

▲ Incorrect interpretation

間違った解釈

The disciplined militias are necessary for the safety of "the free 
state", the right for "the people" to possess and carry weapons must not 
be violated.

『規律ある民兵は、『自由な国家』の安全にとって必要であるから、『人民』が武器を保有しまた携帯する権利は、これを侵してはならない。

Originally, the US Supreme Court had to admit"the possession of weapons 
of disciplined militia (state guard) " and has to prohibit "the
indivisual possession ofweapons" in accordance with the "correct 
interpretation" of "The Article 2 of the amendment to the US Constitution".

本来であれば、米国連邦最高裁は『憲法修正第二条』の『正しい意味』にしたがって、『各州の規律ある民兵組織(州兵)の武器所持』を認め『個人の武器所持』を禁止すべきだったのだ。

However, President Bush　representative of "the US military-industrial 
complex" including small arms manufacturers who enjoy huge 
interests,ordered nine US Federal Supreme Court judges in July 2008 at 
the end of the president's term "to grant individual gun ownership under
"The Article 2 of the amendment to the US Constitution".

しかし、巨大な利権を享受する小火器製造企業を含む『米軍産複合体企業』の利益代理人のブッシュネオコン大統領は、大統領任期の最後の2008年7月に、任命権を持つ9名の米連邦最高裁判所判事に命令して『憲法修正第二条に『個人の銃所有を認める』連邦最高裁判決を出させたのである。

"The Federal Supreme Court ruling" has completed in the United States 
"the eternal interest structurein which people kill each other".

この『連邦最高裁判決』によって米国に『国民同士が殺しあう永遠の利権構造』が完成したのである。

All public opinion and opposition campaign of 'gun control' and 
'prohibition of gun possession' which rose  whenever dozens of people 
were killed at the time of gun shooting have benn crashed by "The 
National Rifle Association (NRA) ,industry lobby organization taking the
"The Federal Supreme Court Ruling" as a shield.

銃乱射事件で一度に何十人が殺されるたびに沸き起こる『銃規制』や『銃所持禁止』の世論と反対運動は、『連邦最高裁判決』を盾にとった業界ロビー組織『全米ライフル協会(NRA)』に押しつぶされてきた。

The National Rifle Association (NRA) gathered annually donations of more 
than 100 milliondollars (10 billion yen) from small firearm 
manufacturers, and since 1991 a single man named Wayne Lapierre
dominated NRA for 27 years.

『全米ライフル協会（NRA）』は小火器製造企業から年間1億ドル(100億円)以上の寄付金を集め、1991年以来27年間ウェイン・ラピエールという一人の男が独裁的に支配してきた。
