人権理事会諮問委員会は8日に開会ですが、その前日、8月7日午後に、「平和
への人権に関する諮問委員会委員と市民社会専門家による専門家協議会」を開催
します。主催は、スペイン国際人権法協会、世界キリスト教協議会、平和への権
利国際監視団です。事務局は、ダヴィド・フェルナンデス・プヤナ、笹本潤、塩
川頼男、および私です。主催団体の陰に隠れて、実は日本人が3人(笑)。
主な発言者は、諮問委員会の平和への権利宣言案起草部会代表のモナ・ズルフィ
カー委員、宣言起草担当のヴォルフガング・ハインツ委員、スペイン国際人権法
協会のカルロス・デュラン教授、ジュネーヴ大学のアルフレド・デ・ザヤス教授
など。

Expert Consultation of members of the Advisory Committee with civil 
society experts on the human right to peace

Program of the Consultation
Introduction
The SSIHRL, WCC and the IOHRP are inviting all members of HR Council
Advisory Committee -in particular its six members belonging to the 
drafting group on the
right of peoples to peace-, and CSO experts to the Expert Consultation 
to be held on 7
August 2011 at the John Knox Center in Geneva.
Selected members of the OHCHR are invited to attend the Consultation as
observers.
The organizers of the Expert Consultation will ensure the Secretariat of 
the
meeting and will take care of all related logistics, such as preparing 
the program, sending
out the invitations, keeping records of the discussions, distribution of 
background
documentation to the participants, ensuring the registration of 
participants, keeping the list
of speakers, drafting the meeting report and generally performing any 
other duty entrusted
to the Secretariat.
The Expert Consultation's working language will be English.
The Expert Consultation will last three hours, from 15:30 to 18:30. The 
program
will also include an opening and a closing session.
The Expert Consultation will be chaired by the chairperson of the 
drafting group
on the Declaration on the right of peoples to peace. She will be 
assisted by the Secretariat.
Three additional speakers will be selected to present their working 
papers to facilitate the
discussion among participants.
The draft report of the Expert Consultation shall be prepared and 
distributed by
the Secretariat to the participants. The final report will be made 
public.

draft

group on the
Declaration on the right of peoples to peace.
16:05 – 16:35: Debate.

16:35 - 16:50: Second session: Amendments to the draft Declaration on 
the
right of peoples to peace.
Speaker: Prof. Dr. Alfred de Zayas (United States of America), Professor 
of Public
International Law at the Geneva School of Diplomacy, expert invited at 
the OHCHR
workshop on the right of peoples to peace (15-16 December 2009) and 
member of the
Technical Drafting Committee of experts of the Bilbao Declaration on the 
Human
Right to Peace (24 February 2010).
16:50- 17:20: Debate.

17:20 - 17:35: Third session: Obligations and implementation.

Experts biographies
Chairperson- Rapporteur
Dr. Mona Zulficar is President of the Advisory Committee’s drafting 
group on the
promotion of the right of peoples to peace. She has been an active 
advocate for human
rights and women’s rights in Egypt and internationally. Furthermore, she 
has played an
instrumental role in advocating the issue of a new liberal NGO law since 
the early 1990’s
and spearheaded the NGO campaign and initiated negotiations with the 
Government,
which physically started in her office in 1998 and which culminated in 
the issue of the new
NGO Law passed in 1999.
Since the late 1990’s, Mona Zulficar is advocating the establishment of 
a national council
for human rights based on the Paris Principles. In 2002, she convened 
meetings with a
large group of human rights NGOs and built consensus over demands by the 
NGO
community to establish the council.
Speakers
Dr. Wolfgang S. Heinz is senior researcher and policy adviser at the 
German Institute for
Human Rights responsible for international fight against terrorism, 
human rights and the
United Nations. He is a senior lecturer in political science at the Free 
University of Berlin.
since 2005 he is member of the European Committee on the Prevention of 
Torture. He
also serves as rapporteur of the Advisory Committee’s drafting group on 
the declaration on
the right of peoples to peace.
Prof. Carlos Villán Durán is a free-lance professor of international 
human rights law; co-
Director of the Master on International Human Rights Protection at the 
University of
Alcala (Madrid). Invited professor (2011) at the Human Rights Academy of 
the American
University (Washington) and the International Institute of Human Rights 
(Strasbourg).
Former staff member of the Office of the UN High Commissioner for Human 
Rights
(1982-2005). He is founder and President of the Spanish Society for 
International Human
Rights Law and author of some 136 publications on IHRL, among them three 
books and
12 articles on the human right to peace.
Prof. Dr. Alfred de Zayas is an American lawyer, writer, historian, and 
expert on
international human rights law. He was a senior staff member of the 
Office of the UN
High Commissioner for Human Rights, where he served as Secretary of the 
Human Rights
Committee and Chief of the Petitions Team. He is currently professor of 
international law
at the Geneva School of Diplomacy and International Relations. He 
practised law in New
York as an associate in the law firm Simpson Thacher & Bartlett from 
1970 to 1974
specializing on corporate law, and is the author of numerous books and 
pieces on
international human rights law.

Secretariat
Mr. David Fernández Puyana is bachelor in Philosophy and Education 
Science by the
University of Barcelona (Spain) and Graduated in Law by School of Law 
University of
Pompeu Fabra (Barcelona); Master in International Studies by the 
University of Pompeu
Fabra (Barcelona); Master in International Human Rights Protection by 
the University of
Alcala (Madrid) and holder of the LLM in International Human Rights Law 
by the
University of Essex (Colchester, UK). He was Director of the SSIHRL 
World Campaign
on the Human Right to Peace (2007-2010). He is the representative of 
SSIHRL and the
International Observatory on the Human Right to Peace in Geneva.

Mr. Jun Sasamoto, Attorney at law in Japan, Secretary general of the 
Japan Lawyers
International Solidarity Association and member of the Steering 
Committee of the World
Conference on Article 9 held in Tokyo in 2008. He published "Peace 
Constitutional Law in
the world" and is co-editor of the book "Human Right to Peace: Making 
the UN
Declaration", Kamogawa Publisher, Tokyo 2011 (in Japanese)

Mr. Yorio Shiokawa, Director of the Japan Lawyers International 
Solidarity Association,
member of International Association of Democratic Lawyers. He was a 
plaintiff of the
case on discrimination based on the right of freedom of opinion by the 
Chubu Electric
Company. Since 1992 he is attending sessions of the UN human rights 
bodies, mainly the
former Commission on Human Rights and its Sub-Commission, as well as the 
Human
Rights Council to denounce the case.

Prof. Akira Maeda, Professor of International Criminal Law at the Tokyo 
Zokei
University, Director of JDLA. He has published "27 Countries without 
Armies in the
world", "Crimes against Humanity" and "Peoples Power for Peace"; he is 
co-editor of the
book "Human Right to Peace: Making the UN Declaration", Kamogawa 
Publisher, Tokyo
