日本が核発電をもつことを禁止もしくは厳しく制約する国際法の制定を希望する 
市民の宣言　（素案）　英語、仏語つき（変なところがあったら訂正案 歓迎し 
ます）
私なりに、あちこちに送ってみますが、こんなところに送ったらいいとか、署名 
を集めようとお考えのかたは、どうぞご自由にご利用、ご提案くださ い。な 
お、原発という決まった略称以外では、原子という言葉より核という言葉を使っ 
たほうがいいと思うので、賛成の方は今後ぜひそうしてくださ い。原子力発電 
というなら、原子力武装、原子力攻撃などと言うべきです。

日本人として、私たちは、日本がこんなに頻繁に強い震災に見舞われる国土にお 
いて核発電を保有・運転することを禁止または厳しく制限する国際的法 ないし 
条 約の制定を真剣に望んでいます。日本の出す放射能は世界全体に広まるので 
あり、全世界がその被害者だからです。核発電は民主的な開かれた仕方で制 御 
される には強力すぎる技術です。それは反民主的、閉鎖的な社会を生み出しま 
す。日本は関東大震災なみの大規模な地震の危険にさらされていることを久しく 
知って いました。事実テレビは来るべき震災を好んで取り上げていたのです。 
しかし、たったひとつでも、大震災、そのとき原発はどうなる、などというト 
ピックを取 り上げた番組はありませんでした。それは厳しく抑圧されていまし 
た。東京電力にとって、想定外のものなど何ひとつなかったのです。けれども、 
安全 とは資本 主義企業にとってコストであり、コストは節約されなければなり 
ません。日本が、世界発の被爆国でありながら（ただし、自慢げに語っているよ 
うな唯 一の被爆 国などではありません）、かくも多くの核発電所を保有するの 
は、戦後半世紀以上政権の座にあった自民党が核武装を望んでいたし、いまなお 
望んでい るからで す。それが日本の支配階級全体の意思であり、敗戦後生き延 
びた旧帝国軍の意思なのです。言うまでもありませんが、この危険で有害な計画 
を支えてい るのは、 職務について必要な教育も情報もないまま、お粗末な給与 
と保護のもとで働く労働者であり、その人達が今もなお、いつまた爆発するか知 
れない福島の 核発電所 にとどまっているのです。彼らを英雄として讃えるのは 
偽善です。日本は原発なき中堅国家として平和で安全かつ幸福な国民生活を保障 
する力を持って いるし、 そのために必要な技術を生み出す能力を持っていると 
私たちは信じます。

As a japanese we seriously want an international law or agreement be 
estabished to ban or very strictly limit Japan's possession and 
operation of nuclear station on its earthquake-prone land. 
Radioactivities Japan produces spreads all over the world and the entire 
world is its victim. Nuclear electricity production is too strong a 
technology to control in any democratic and open manner. This brings 
about an antidemocratic and closed-minded society. Of course Japan knew 
an earthquake of a scale comparable to what occured in 1923 was near and 
for the media it was a favorite topic. But never any TV program covered 
such theme as "What will happen then at the nuclear power plant?" This 
has been a strictly controled topic. In effect nothing was beyond 
presumption for Tepco. But security is a cost for a company in a 
capitalistic society and cost should be economized. The reason why 
Japan, though the first nuclear victim country (not unique as it brags 
about), has so many nuclear stations is that the Liberal Democratic 
Party which was in power more than half a century after the World War 2 
wanted and still want to have nuclear armament. This is the intention of 
japanese ruling class as a whole and japan's imperialistic military 
which survived the defeat in the 2nd World War as well. Needless to say 
many poor, powerless people who are working as cheap labor at the 
stations without protection nor receiving any necessary education or 
information about the dangerous harmful technology do support the 
hideous scheme and they are still remaining in Fukushima power plant 
which is near to another explosion. It is an intolerable hypocrisy that 
japanese media plause them as heros. We believe Japan has the capacity 
to assure for its citizens to enjoy a peaceful, safe and happy lives as 
a and to invent the technologies necessary for the purpose.

Comme japonais, Nous souhaitons serieusement qu'une loi ou un accord 
international soit etabli pour interdire ou strictement limiter la 
possession et operation par le Japon des centraux nucleaires sur son 
terrain qui voit des seismes si frequents et forts. Les radioactivites 
que Japon produit se repand au monde entier qui en est la victime. La 
production d'electricite nucleaire est une technologie trop forte pour 
controler d'une maniere democratique et ouverte. Cela a fait paraitre un 
pays anti-democratique et d'un esprit clos. Japon sait qu'il est 
toujours en danger d'un seisme d'une tres grande envergure comme cela en 
1923 et c'est en effet un des propos que la TV aime traiter si 
frequemment. Pourtant pas un seul programme s'est jamais refere a la 
situation des centraux nucleaires lors de seisme. Une information 
pareille est strictement represse au Japon. Pour Tepco rien a ete hors 
d'anticipation. Mais la sécurite est un cout pour une entreprise 
capitaliste et le cout doit etre economise. La raison pourquoi le Japon, 
bien qu'il soit le pays le premier victime des bombes nucleaires du 
monde (mais pas le pays victime unique malgré ce qu'il en est fier) a 
autant de centraux nucleaires est que le parti democratique liberal qui 
avait le pouvoir pendant plus de demi-siecle depuis la perte de la 2eme 
Guerre mondiale voulait et veut toujours avoir l'armement nucleaire. 
C'est la volonte de la classe dominante japonaise en generale et le 
militaire japonais imperialiste qui a survecu la perte de la guerre 
mondiale. Cela va sans dire que ceux qui soutient le schema dangereuse 
et nuisible sont les ouvriers des centraux qui sont minablement paye et 
protege sans l'education et information necessaires sur leurs travaux et 
ils demeurent encore dans les centraux de Fukushima qui pourrait 
s'exploser de nouveau n'importe quand. C'est une hypocrisie inacceptable 
de les feliciter comme heros. Nous croyons que Japon a une capacite 
comme un pays moyen pour assurer une vie de ses cityens paisible, secure 
et heureuse et peut inventer les technologies necessaires pour ce but.
