訪米中の李大統領には横っ面を叩かれたような衝撃であったろうが、米国務省のクローリー報道担当
次官補は２８日、「北朝鮮が広く非難されている天安艦沈没は国際法違反行為ではなく、北朝鮮をテロ
支援国家リストに入れることを正当化できない（The sinking of a South Korean warship widely blamed
on North Korea was not an act of international terrorism and does not justify putting Pyongyang
back on a U.S. blacklist」（Reuters)と述べ、テロ支援国家再指定を断念したことを明らかにした。
