先ほど標題の署名協力の訴えの私の地元ＭＬ参加者の英訳を紹介させていただきましたが、
イギリス文学がご専門の本橋哲也さん（東京経済大学教授）が同英訳を加筆校訂してください
ましたので、同英訳文を本橋さんのコメントとともに改めてご紹介させていただこうと思います。

英訳文については本橋さん訳をご参照いただければ幸いです。

Let us Demand an Urgent Legislation to the Issue of 'Comfort Women' under the System of Sexual Slavery by the Japanese

私たちは、新政権がこの問題の解決を次世代に持ちこすことなく、一日も早く法律を成立させ、
高齢の日本軍「慰安婦」被害女性に心からの謝罪と償いを届けることを求めます。

We request that our new central government should draft and pass a relating bill,
without delay, which would seek a comprehensive solution to the "Comfort Women" issue.  The Japanese state and its government must
not leave this problem unsolved into the next generations, and it has to deliver an official, heartfelt apology and offer a concrete
and comprehensive compensation package to the now elderly victims of and survivors from the Japanese military sex slavery during the
Asia Pacific War.

この夏、民社国連立政権ができて、日本軍「慰安婦」被害女性の期待は否応もなく高まってい
ます。与党となった民主党・社民党が、共産党ともに日本軍「慰安婦」問題の解決のため、「戦
時性的強制被害者問題の解決の促進に関する法律案」を２００１年以降８回も国会に上程し
続けてきたことをよく知っているからです。
As a result of the general election this summer, Japan now has a coalition government comprising of the Democratic Party of Japan
(DPJ),
the Social Democratic Party (SDP), and the People's New Party (PNP).  This epoch-making event has inevitably increased general
expectations of the people concerned with the issue of "Comfort Women" and  the victims and survivors themselves towards a
legislative solution to
this long-standing problem, since they know very well that the two parties in the current coalision, DPJ and SDP, along with the
Communist Party,
submitted and was rejected eight times in the past since 20 01 to the Japanese Diet then under the Liberal Democratic Party and
Komei Party coalition, a bill aiming for promoting solutions to 'the wartime sexual slavery' by the Japanese military.

一方被害女性はみな高齢になり、被害女性にとって、そして私たちにとっても、残された時間は
多くありません。
As a matter of fact, all the victims and survivors now being very old, for them and for those concerned there is not
much time left to solve this pending issue.

なんとしてでも、この期を逃してはなりません！
We must not miss this precious opportunity!

１２０万人署名の名前の由来は、「人口の１％」です。１００人に１人が署名すれば、厚くて高い
壁を打ち破ることも不可能ではありません。
The reason for '1.2 million endorsements' is that that the number is equal to ' 1% of Japan's total population.'  We believe that if
one person out of 100
in Japan sign, we would be able to overcome the impending obstacle.

被害女性たちに対する私たちの誠意を署名という形で結集し、今こそなんとしてでも国政を
動かしましょう！
Let us consolidate our wills in endorsing this petition in order to encourage and drive the politicians in the Diet!

　１９９１年、韓国の金学順（キムハクスン）さんが元「慰安婦」として名乗り出られて以来、各国の
多くの被害女性たちが声をあげました。若い日にだまされ、あるいは暴力で日本軍の「慰安所」
に監禁され、想像を絶する苦しみを受けた被害者たちの多くはすでに亡くなり、残された方も今は
もう８０代９０代の高齢になられています。１９９３年に河野洋平官房長官（当時）が、調査結果に
基づき「お詫びと反省の気持ちを申し上げる。そのような気持ちを我が国としてどのように表すか
については、今後とも真剣に検討すべきもの」との談話を発表しましたが、その後、なんら進展が
ありません。私たちが加害国の一員として、また人間として、誠意を表すことのできる時間はもう
あまり残されていません。
Since Kim Hak-sun of So uth Korea came forward in 1991 as a former ' comfort woman'
during WW2, many victimized women of various countries have also raised their voices. However,
many of such victims and survivors, who were abducted and constrained into ' a comfort house' for the Japanese military through
cajolements or by force, and endured unimaginable humiliation and sufferings thereafther, have already died, and those still living
arenow in their 80s or 90s.  In 1993, Yohei Kono, the then Chief Cabinet Secretary issued a comment, based on historians' research,
saying, ' I offer an apology
and feel self-remorse. A further sincere discussion should be made as to how Japan
as a nation should express such feelings.' However, nothing concrete has been done  so far by the Japanese government.
We, as citizens of a country which gave such harm and suffereings, and
also as humans, have only a little amount of time left to materialize our sincerity into actions.
< BR>　政権交代が実現した今こそ、日本軍「慰安婦」問題を解決させる法律を早期に成立させましょう。
Now that the Japanese government has been changed, let us work together to establish a law as soon as possible
in order to solve the problem of ' comfort women' under the Japanese military sexual slavery.

世界を動かした！　被害女性の１８年の闘い
The 18-years-struggle by victimized women have moved the world!

　日本軍「慰安婦」問題に関しては、２００７年７月にアメリカ下院議会が「日本軍が女性に性奴隷
制を強制したことについて、公的に認め、謝罪し、歴史的責任を受け入れるべき」との決議を全会
一致で可決したのをはじめ、オランダ・カナダ・ＥＵ・韓国・台湾の議会で、同様の決議を可決してい
ます。また、国連やＩＬＯなどの国際機関からも勧告が継続して出されていますが、これまでの自民
党・公明党政権は「法的に遵守義務がない」として、無視し続けてきました。
Regarding the issue of 'comfort women', the House of Represe ntatives in the US Congress
passed a unanimous resolution in July 2007, which stipulates that the Japanese government
should officially acknowledge, apologize for, and accept the historical responsibility for
the enforced sexual abuse towards those women. Following this,
similar resolutions have passed in the parliaments in the Netherlands, Canada, EU,
South Korea and Taiwan. Additionally, some international organizations, including
the UN and the ILO, have continually issued their recommendations, which had been
ignored by the former ruling coalition of the LDP and the Komei Party with an excuse that
they had 'no legal oblication.'

　多くの女性の人権を残虐に踏みにじったうえに、戦後６４年を経ても未だに被害者に公的謝罪
も賠償も行わず、国際社会の勧告にも耳を貸さない日本政府のかたくなな態度は、世界の人々に
不信感を持たれています。
Such obstinate and insincere attitudes of the former Japanese government, which had lo ng been
tampling on the human rights of many victimized women, neglecting its obligation of
an official apology and compensations even 64 years after the end of WW2, and ignoring
recommendations by international societies, have drawn much distrust from people all over the world.

　全国の議会から、解決をもとめる声が！
( In Japan, voices and resolutions requesting the solutions have been raised in local assemblies nationwide.)

　日本国内では、２００８年３月の宝塚市議会を皮切りに、清瀬・札幌・福岡・箕面・三鷹・小金井
・京田辺・生駒・泉南・国分寺の１１市議会（２００９年１０月現在）が、「慰安婦」問題の解決を求め
る意見書を可決して、国に提出しました。こうした取り組みは全国各地に拡がっています。
In Japan, starting with Takarazuka Municipal Assembly in March, 2008, eleven other municipal
assemblies of Kiyose, Sapporo, Fukuoka, Mino-o, Mitaka, Koganei, Kyo-tabe, Ikoma,
Izumi-minami, Kokubunnji, passed their resolut ions of recommendation to the Cabinet,
requesting the solution of 'comfort women' issue. This kind of efforts are now spreading
to various places in Japan.

　今こそ立法による解決を！ ( Now is the time for legislative solution! )

　この問題の解決は、アジアの人々との真の和解と平和につながります。国内で湧きおこる声
と国際社会の勧告に耳を傾け、真摯に解決をめざして取り組むのが日本政府の果たすべき役割
です。
The comprehensive solution to this issue will lead to a true reconciliation and peace between the people in other
Asian countries and the Japanese. It is the duty of the Japanese central government to listen to
the voices from within Japan and from international communities,
so that they will now earnestly tackle this problem, aiming for an early legislation.

　２００９年夏、民主党・社民党・国民新党による連立政権が誕生しました。民主党と社民党は
共産党とともに、日本軍「慰安婦」問題の解決のため、「遂u櫁Z・㌧カ・・鏗下毀簑蠅硫魴茲梁タ蕗・実匸に関する法律案」を２００１年以降８回、国会に上程し続けてきました。
In the summer of 2009, a new coalition government of the DPJ, SDP, PNP came into power.
Of the three parties, the DPJ and SDP, in combined efforts with the Communist Party,
have submitted to the Diet, consecutively eight times since 2001, 'a bill for accelerating
the solution to the problem of the victims of the enforced wartime sexual slavery.'

　私たちは、新政権がこの問題の解決を次世代に持ちこすことなく、一日も早く法律を成立させ、
高齢の日本軍「慰安婦」被害女性に心からの謝罪と償いを届けることを求めます。
We request the new central government to draft and pass a relating bill as soon as possible,
in order not to leave this problem unsolved into the next generation.
The Japanese government must deliver its heartfelt apology to and establish a compensation scheme for the now elderly victims ans
survivors of the Japan ese military sex slavery during the Asia Pacific War.
