紅林進さんが先に本ＭＬに転送された「日本軍『慰安婦』問題の立法解決を求める緊急１２０万人
署名」協力の訴えはとても重要だと思いましたので、私も私の参加しているいくつかのＭＬに自身
の言葉を添えて再転送させていただいたのですが、地元ＭＬ参加者のおひとりが以下のようなコ
メントつきで英訳をしてくださいました。下記にその英訳を掲げさせていただきたいと思いますが、
その前にある地元ＭＬ参加者のコメントをご紹介させていただきたいと思います。

下記、署名いたしました。　アピールを声明を英訳をしました。これを誰かチェックできる方がいる
でしょうか。いない場合には、このままで、大体、大丈夫だろうと思います。

国際署名にするのはどうでしょうか。

国内から１２０万というのは難しいと思いますし、海外でそれを求めている人たちにも声をかけれ
ば、参加する機会を与えることができるでしょう。すでに韓国の友人には、こういう署名運動が始
まったと伝えました。

もしよければ、実行委員会にかけてもらって、国際署名にして頂きたいです。

上の訳文で、あるいは私のものでなく、だれか他の上手な人かプロにでも頼んで、英語のページ
をつくり、署名らんの日本語を英語にしてもらえれば、簡単にできると思われます。

ぜひ、ご一考お願いしますと、お伝えください。

との要望を私に述べられるのですが、私は署名はしたものの標記「１２０万人署名」実行委員会

     as soon as possible, without prolonging the solution to this problem into 
     next generations, so that it will deliver its heartfelt apology and compensation 
     to the now elderly victims called ' comfort women'

 この夏、民社国連立政権ができて、日本軍「慰安婦」被害女性の期待は否応もなく高まってい
ます。与党となった民主党・社民党が、共産党ともに日本軍「慰安婦」問題の解決のため、「戦
時性的強制被害者問題の解決の促進に関する法律案」を２００１年以降８回も国会に上程し
続けてきたことをよく知っているからです。
    This summer we saw the rise of  a new coalition of the DPJ(the Democratic Party of Japan),
    the Social Democratic Party, and the People's New Party, which has undoubtedly increased
    expectations by the wartime victims called ' comfort woman' towards the possible solution to
    this problem, as they know well that the two parties in the current coalision, DPJ and SDP,
     has submitted, along with the Communist party, to the Diet eight times since 2001,
      a 'bill concerning the speed-up of a solution to 'the wartime forced sex labor,'
     in order to settle this 'comfort women' problem for the wartime 
Japanese military.

一方被害女性はみな高齢になり、被害女性にとって、そして私たちにとっても、残された時間は
多くありません。
     On the other hand, all the victims have got old, so both they and Japanese citizens have
     only a little time left to solve this issue.

なんとしてでも、この期を逃してはなりません！
      This is the time we cannot afford to miss!

１２０万人署名の名前の由来は、「人口の１％」です。１００人に１人が署名すれば、厚くて高い
壁を打ち破ることも不可能ではありません。
       Why 1,200,000 endorsements ?  The number is ' 1% of Japan's population.'   It means
       that the total of the collected endorsements by the ratio of only one out of 100
       could bust the high wall.

被害女性たちに対する私たちの誠意を署名という形で結集し、今こそなんとしてでも国政を
動かしましょう！
       Let's consolidate our sincerity in the form of endorsements so that
       we can do our utmost and drive our politicians in the Diet.

　１９９１年、韓国の金学順（キムハクスン）さんが元「慰安婦」として名乗り出られて以来、各国の
多くの被害女性たちが声をあげました。若い日にだまされ、あるいは暴力で日本軍の「慰安所」
に監禁され、想像を絶する苦しみを受けた被害者たちの多くはすでに亡くなり、残された方も今は
もう８０代９０代の高齢になられています。１９９３年に河野洋平官房長官（当時）が、調査結果に
基づき「お詫びと反省の気持ちを申し上げる。そのような気持ちを我が国としてどのように表すか
については、今後とも真剣に検討すべきもの」との談話を発表しましたが、その後、なんら進展が
ありません。私たちが加害国の一員として、また人間として、誠意を表すことのできる時間はもう
あまり残されていません。
    Since Kim Hak-sun of South Korea came forward in 1991 as a former ' comfort woman'
    during WW2, many victimized women of various countries also raised their voices.  However,
    many of such victimes , who were, through the cajolements or by force, taken to
    and constrained into ' a comfort house' for Japan's military, enduring unimaginable
    humiliation and sufferings thereafther, have already died, and those still living are
    now in their 80s or 90s.  In 1993, Yohei Kono, the then Chief Cabinet Secretary
    issued a comment, based on the result of a research, saying ' I offer apology
    and self-reflection.  Further sincere discussion should be made as to how Japan
    should express such feelings.'  However, nothing has been furthered so far.
     We, as citizens of a country which gave such harm and suffereings, and
      also as humans, have only a little amount of time left to show our sincerity.

　政権交代が実現した今こそ、日本軍「慰安婦」問題を解決させる法律を早期に成立させましょう。
      Now that the office change has come true, let us establish a law as soon as possible
       which should solve the problem of ' comfort women' for Japan's wartime military .

世界を動かした！　被害女性の１８年の闘い
        The world citizens have moved their countires:  the 18-year-struggle by a victimized woman

　日本軍「慰安婦」問題に関しては、２００７年７月にアメリカ下院議会が「日本軍が女性に性奴隷
制を強制したことについて、公的に認め、謝罪し、歴史的責任を受け入れるべき」との決議を全会
一致で可決したのをはじめ、オランダ・カナダ・ＥＵ・韓国・台湾の議会で、同様の決議を可決してい
ます。また、国連やＩＬＯなどの国際機関からも勧告が継続して出されていますが、これまでの自民
党・公明党政権は「法的に遵守義務がない」として、無視し続けてきました。
    Regarding the issue of 'comfort women' for Japan's wartime military, the House in the US
     passed a unanimous resolution in July, 2007, which stipulates that the Japanese government
    should officially acknowledge, apologize for, and accept the historical responsibility for,
    the enforced sexial abuse toward women by its wartime military. Following this,
    similar resolutions have passed in the parleaments of the Netherlands, Canada, EU,
    South Korea and Taiwan.  Additionally, some international organizations, including
    the UN and the IL, have issued their continued recommendations, which had been
    ignored by the former ruling coalition of the LDP and the Komei Party under the excuse that
    they had 'no legal oblication.'

　多くの女性の人権を残虐に踏みにじったうえに、戦後６４年を経ても未だに被害者に公的謝罪
も賠償も行わず、国際社会の勧告にも耳を貸さない日本政府のかたくなな態度は、世界の人々に
不信感を持たれています。
     Such obstinate attitudes of the former Japanese ruling government, which had long been
     tampling on the human rights of many victimized women, neglecting its obligation of
     official apology and compensation even 64 years after the end of WW2, ignorling
     recommendation by international societies,  have drawn distrust from many global citizens.

　全国の議会から、解決をもとめる声が！
     ( Voice of requesting solution is heard in local assemblies nationwide.)

　日本国内では、２００８年３月の宝塚市議会を皮切りに、清瀬・札幌・福岡・箕面・三鷹・小金井
・京田辺・生駒・泉南・国分寺の１１市議会（２００９年１０月現在）が、「慰安婦」問題の解決を求め
る意見書を可決して、国に提出しました。こうした取り組みは全国各地に拡がっています。
      In Japan, startiing with Takarazuka Municipal Assembly in March, 2008, eleven other municipal
      assemblies of Kiyose, Sapporo, Fukuoka, Mino-o, Mitaka, Koganei, Kyo-tabe, Ikoma,
     Izumi-minami, Kokubunnji,  passed their resolutions of recommendation to the Cabinet,
     requesting the solution of 'comfort women' issue.   This kind of efforts are now spreading
     to various places in Japan.

　今こそ立法による解決を！ ( Now is the time for legislation. )

　この問題の解決は、アジアの人々との真の和解と平和につながります。国内で湧きおこる声
と国際社会の勧告に耳を傾け、真摯に解決をめざして取り組むのが日本政府の果たすべき役割
です。
     The solution to this issue will lead to true reconciliation and peace with people in other
     Asian countries.  It is the duty of the Japanese central government to listen to
     the voices from within Japan and to the recommendation from international societies
     so that they will earnestly tackle this problem, aiming at its early solution.

　２００９年夏、民主党・社民党・国民新党による連立政権が誕生しました。民主党と社民党は
共産党とともに、日本軍「慰安婦」問題の解決のため、「戦時性的強制被害者問題の解決の促進
に関する法律案」を２００１年以降８回、国会に上程し続けてきました。
     In the summer of 2009, a new coalition of the DPJ, SDP, PNP came into power.
     Of the three parties, the DPJ and SDP, in combined efforts with the Communist Party,
