Thank you in advance ------------------------------- To: The Honorable Ryutaro Hashimoto Prime Minister of Japan December 1997 An Appeal to Japan's Prime Minister to Take Strong Leadership to Ensure the Adoption of a Reduction Emission Protocol AN INTERNET PETITION The Third Conference of the Parties to the UN Framework Convention on Climate Change (CoP3) has begun. This Conference will decide on a protocol of goals and a schedule for the reduction of carbon dioxide and other greenhouse gas emissions. If global warming is to be brought down to a level at which it will not have a significant effect on climate, the protocol adopted at this conference must set the implementation schedule for the near future (for example, by 2005), and require a major reduction (at least 20% less than 1990 levels). However, the process of drawing up and adopting this protocol is not progressing. At this rate, we cannot rule out the possibility that the CoP3 will end without having decided anything. The major obstacle impeding progress is the passive attitude of a few developed countries such as the United States and Japan. Above all is the Japanese government's loophole-ridden proposal, which suggests that actual obligations under the present convention can be deferred ten years into the future, and which is being roundly criticized by other government delegations and non-governmental organizations (NGOs). In view of the seriousness of the effects global warming, it is not an exaggeration to say that the survival of the human race depends on the success or failure of this conference. In order to ensure that the CoP3 will adopt an effective reduction protocol, we ask that the Prime Minister of Japan himself take part in the Conference, and show strong leadership by calling on the conference to adopt such a reduction protocol.
