I suppose the positives from that point of view will be more jobs and associated growth, while the negatives will be lost productivity due to increased congestion, increased fuel consumption and import dependence, increased pollution, increased requirement for roads, flyovers, parking etc. I am willing to take a stab at working out the numbers if somebody more familiar with this kind of analysis can help me straighten out the arguments. Of course, this presumes that the success of such an argument will nudge MMRDA and other planning authorities to move towards fairer (congestion, license, parking) charging policies.
