Message-ID: *Mumbai Corporation Hikes Parking Charges * Mumbai Municipal Corporation has decided to hike parking charges across the board as the city is beginning to strangulate itself in the number of cars being brought on the roads and choking itself on auto emissions. This is a welcome step though hiking parking charge by itself will not solve the traffic problem and needs the other important components of an excellent Public Transport and Safe, Comfortable and Pleasant NMT facilities. But it is important because it accepts perhaps for the first time that personal auto vehicles are part of the problem and NOT the solution to our traffic problems. If all our efforts are concentrated on trying to ease congestion for personal vehicles (which broadly has been the policy of the city all these years) we will never take serious steps to improve public transport (PT) and NMT. Now hopefully, the pressure for improving these (PT and NMT) will get stronger support from a wider spectrum of citizens particularly the ones whose opinion matters !! After several missed deadlines, December 2016 is now seen as a more realistic date for project completion. A myopic vision and blunders in planning have ensured the project is delayed by nearly four years. Take escalators, for instance. The original estimates for the project did not even include basic amenities like these in stations, Bangalore Metro Rail Corporation (BMRC) sources told TOI. That a public utility dealing with thousands of commuters daily could even be conceived without an escalator, sources said, bordered on utter lack of common sense. As a result, the tenders floated were incomplete in detailing. Finally, escalators had to be included in the amended contracts, pushing up the deadline as well as the cost. According to sources, the contracts were riddled with loopholes. Aspects like earthwork at stations were not included in the contracts. When it came to implementation, the contractors backed out saying it is not part of the deal. The BMRC finally ended up coughing up extra money towards these works. Sources point to many such incomplete tenders floated which did not clarify whether the BMRC will pay for itineraries directly or whether cost will be borne by contractors. Eventually, the company ended up picking up the hefty tab. "Many stations on the partially operational northern corridor are incomplete till date. Amenities are being added for commuter comfort as they were part of the original project conception," sources said. The biggest casualty of the disorganized planning has been the elevated sections of southern and western stretches. Most stations here are ready but the trains can't run as there is no way they can be dragged on these corridors from the northern and eastern ends where Metro sheds are located till completion of the Majestic interchange. Namma Metro was conceived in such a way that its four corridors would be extended to accommodate the needs of a growing Bengaluru. Yet, the authorities did not deem it necessary to have stabilizing sheds, where trains can be maintained for operations, on the northern and western corridors. The two existing sheds are located at the terminal ends of eastern and northern stretches. There was a plan to physically ferry the trains and mount them on the elevated section of western corridor. But now the BMRC is waiting for the track laying on the east-west corridor underground section to get over. Only then can it drag the trains from the eastern side to the western side and commence the operations, the source confirmed. If a tyre is flat, I put the velib back to a station and "rotate the seat through 180 degrees so that it is pointing backwards". (so the man would fix the velib, know that there is a problem with this velib and other users know that this bike is not properly working until the repairman fixes it. *It is a very efficient informal regulation)* - I can not park a bike inside my building (it is not allowed) and there is a real problem of bicycle theft in Paris. Because of parking and theft problems, I prefer the velib.( *and in Mumbai, people want free parking for their cars day & night on the roads next to their house)* - It is more flexible than my own bike. If it is starting to rain a lot when I am at my office, I will take the metro and the following morning I can take a velib again? *I think this has been experimental attitude and she is providing vivid picture of the use of velib. Moreover, a third of 255 000 daily bicycle trips made within Paris city are made by Velib. We don't know precisely the part of commuters who shift to another mode to the velib. It is probably former walkers or users of public transports. According to an opinion survey made by the municipality of Paris in 2013, about 30% of people who own a yearly Velib pass use the velib for commuting. About 260 000 people own a yearly Velib. But for the survey, only 302 yearly pass owners have been interviewed. So we don't know precisely how many trips are daily made by Velib for commuting. It is quite heavy (about 20 kilos) -its avalaibility. For example, where I live, it is hard to find a bike in the morning after 9 am. Safety expert Navdeep Kumar Asija was quoting from figures with the Union Ministry of Road Transport and Highways. A majority of the deaths were of pedestrians and cyclists, he said. A special division bench comprising Justices Surya Kant and Ajay Tewari then directed the Haryana government to file its reply on the issue by February 27. The High Court had sought Asija?s help after taking suo motu notice of the issue of developing vehicle-free zones in Punjab, Haryana and Chandigarh. On Friday, Asija told the court that when the expressway was built in 2007-08, necessary infrastructure to ensure safety of pedestrians and cyclists was not built, allegedly to profit the concessionaire. Asija requested the High Court to start criminal proceedings against the officers and authorities concerned, including the concessionaire and National Highways Authority of India (NHAI). Asija further told the court that the expressway had been designed for a 35-year period when it was opened on January 23, 2008. However, within six years, there is now a proposal to further develop the expressway at a cost of Rs 760 crore.
