The special division bench, comprising justice Surya Kant and justice Ajay Tewari, on Friday, also directed the Chandigarh administration to submit complete details of the construction of multi-level parking in the city and its tendering process with the expected date of its completion. During the hearing of the case, the bench observed that despite repeated directions by the high court, the authorities concerned had not bothered to specify rickshaw parking places in the city. The court emphasized that it was also interested in ensuring that the authorities take appropriate steps to check cartelisation of rickshaws. ?In every city, there are persons who own even 50 or 100 rickshaws and the rickshaw-pullers are the sufferers. We want that rickshaw pullers should be owners of their rickshaws,? said justice Tewari, speaking for the bench. He added that the court was interested in popularising non-polluting vehicles and also proper parking for them, which would reduce traffic chaos and accidents on roads. Appearing for the Chandigarh administration, senior standing counsel Sanjay Kaushal sought some more time to file reply on the issue of making Sector 17 as vehicle-free zone. Anguished over the authorities? response to the court?s directions, the bench said, ?We don?t have expertise and mechanism to decide every issue at our level. We would appreciate if the authorities deliberate on issues properly, but they put every file under the carpet.?The court also came down heavily on the Chandigarh municipal corporation for not maintaining parks properly. ?You?ll destroy the city in another five years. A team of architects headed by architect Archana Chaudhary studied the report that was prepared by Delhi Metro Rail Corporation and made observations about the project. According to the report, the expected transport demand for the year 2018 on Mass Transit Corridors is estimated to be between 7007 PHPDT (Peak hour peak direction traffic) on the north-south corridor and 6711 PHPDT on the east-west corridor. This demand is expected to go up to 31,407 PHPDT to 13,303 PHPDT by year 2041. The architects contend that the Metro is most economically feasible if PHPDT is between 40,000 and 70,000. The representation states that for the Chandigarh Metro Project, the cross system of network being proposed by the DMRC report is not suitable for the region of Chandigarh. This type of network has hardly been used in any major cities of the world. According to the study of RITES, the major inflow of traffic is from neighbouring areas. Over 4 lakh daily commuters enter Chandigarh from Panchkula, Mohali, Zirakpur, Kharar, Pinjore, Rajpura etc. Therefore, there is a need to integrate these areas by an efficient transport system so that they are well connected with the city also. The architects state that the most preferred network for the region of Chandigarh shall be Circle Radial System which is considered to be the world?s most efficient MRTS system. This shall work best in combination with Bus Rapid Transport System. It is further stated that the technology being proposed for Chandigarh Metro will be outdated by the time the project is commissioned. It will be about 45 years old. The technology is changing very fast and the public money will not have been put to optimum use. It is proposed that Automated Driverless Trains will be used for the Metro, keeping in view the technology advancement as well as the beauty and heritage of the city. The architects point out that the frequency of trains during peak hours when the metro project will be commissioned in 2018 is 16 minutes which is very high. According to the study, all well-designed public transport systems have a waiting time of a maximum of six minutes. There is already a parking problem in the city. In the coming six to eight years before the start of the Metro it will worsen. Parking facilities are not provided at the proposed Metro stations. The already existing parking areas are being proposed which are already overcrowded. This will over burden the system. Advertising executive Alex F. Osborn began developing methods for creative problem solving in 1939. He was frustrated by employees? inability to develop creative ideas individually for ad campaigns. They can be generated by looking from new perspectives and suspending assumptions. These new ways of thinking may provide better solutions. 4. It is believed to stimulate the building of ideas by a process of association. On the other hand, Bangalore witnessed a huge jump from 2.72 lakh vehicle registrations last year to 3.28 lakh in the past 11 months. The trend is similar in Hyderabad. The city witnessed an increase of at least 14,000 from last year in registration of vehicles, taking its total to 46,163. "Young people with handsome earnings from the IT industry are shifting to these two cities, you will find most of them buying a vehicle within months after coming here. This trend will continue for the next couple of years. In Bangalore, you have long jams because of the high vehicular growth," said a senior road transport and highways ministry official. On the other hand, vehicle growth (based on annual registration figure) in three other cities - Mumbai, Chennai and Kolkata - has stabilized. For example, in Chennai this year, registration stood at 1.91 lakh in comparison to 2.26 lakh in 2011 and in Mumbai, so far 1.60 lakh vehicles have been registered this year against 2.27 lakh in 2010. "We have a huge problem in Chennai where we add 1,000 vehicles every day, but the only difference is 80% of these are two-wheelers," said a Chennai Metro rail official. However, Delhi is clearly under heavy load of vehicles and there is a need to find some solution considering vehicular pollution adversely impacting ambient air quality. The data also shows that total vehicles registered in Delhi is equal to the total number registered in Chennai, Mumbai and Hyderabad. The trend was same in 2011.
