Thanks for writing. A petititon has been developed by UCB (see below in
Portuguese, I think this is the latest draft), which I think is very
balanced and could be used. I agree that we should push as much as possible
so that an exemplary action is seen.

A União de Ciclistas do Brasil, UCB, vem por meio desta solicitar que o
bárbaro atropelamento de dez ciclistas numa via pública de Porto Alegre,
ocorrido nesta última sexta feira, 25 de Fevereiro de 2011, seja tema de
reflexão continuada na pauta semanal do jornal.

Ao tempo em que lamenta mais este ato de violência urbana lembramos que o
direito de “ir e vir” constante na Constituição Federal é atribuído ao *
indivíduo* e não ao seu modal de transporte. Todo e qualquer cidadão,
principalmente os condutores de veículos motorizados, deve sempre respeitar
as regras de trânsito estabelecidas em lei, no caso o Código de Trânsito
Brasileiro – CTB. Devem ser observadas precedências: pedestres, depois
ciclistas, têm prioridade sobre os demais modos de deslocamento. Devem os
condutores de veículos mais rápidos e pesados proteger e guardar pela
segurança dos veículos mais frágeis e lentos e, principalmente, dos
pedestres. Pedestres, todos nós somos, incluindo o condutor de qualquer
veículo.

O Brasil é cada dia mais urbano, o que nos faz uma sociedade em constante
disputa por espaços e oportunidades. Há de haver sempre negociação pacífica
no uso destes espaços públicos. É assim  que se construirá a nova cidade e
uma nova cidadania voltada para a vida de todos. Hoje a disputa é injusta
porque ainda se acredita no sonho da liberdade motorizada. Liberdade vem com
a equidade.

Em qualquer situação especial, seja de calamidade, seja de emergência, ou
mesmo em manifestações públicas, que a história as faz legítimas, como a
desenvolvida pelos ciclistas de Porto Alegre, há de se ter atenção especial,
preponderar a tolerância, a urbanidade. O uso da bicicleta como veículo de
transporte regular é hoje um fato, uma realidade. A cidade não é só do e
para o automóvel.

Nas nações mais desenvolvidas, com melhores indicadores de desenvolvimento
humano, temos o fortalecimento das boas práticas para gerar o crescente uso
da bicicleta. Isto acontece porque este veículo simples, de fácil uso, que
ocupa poucos espaços, ambientalmente correto, trás benefícios ao indivíduo,
ao bairro, à cidade e à macro economia dos países. Bicicleta é coisa de país
rico, provam todos os números. Aqui continuamos agindo com preconceito, com
descaso público e social. Infelizmente o ciclista segue a própria sorte. O
que aconteceu é reflexo desta distorção brasileira. Mal sabe o condutor que
bicicleta é legalmente um veículo (estabelecido pelo CTB), o mais usado no
Brasil, com mais de 50 milhões de usuários/dia. Quem conduz a bicicleta é
uma vida, tão valiosa quando do filho sentado como passageiro do motorista.

O fato ocorrido não pode e não será esquecido, principalmente pela forma
como ocorreu. Não é fato corriqueiro. Se for simplesmente esmaecido há o
risco da desmoralização das autoridades de trânsito e do judiciário. Que se
cumpra a lei com todo seu peso, de forma exemplar. É uma excelente
oportunidade para demonstrar vontade de parar com a barbárie massacrante do
trânsito brasileiro.

Fazemos aqui a sugestão para que o condutor seja levado a prestar serviços
em hospital, em especial no Pronto Atendimento ou setor de Ortopedia, e
ainda se ocupar do ensino de regras e leis de trânsito para crianças em
escolas. Associados da UCB se dispõe, caso seja a vontade da justiça, a dar
aulas teóricas e práticas sobre condução segura de uma bicicleta. E por que
não sobre a segurança de pedestres.

Pedimos a este jornal o acompanhamento do processo que se iniciou. Pedimos a
este jornal que ajude na construção de uma cidade mais humana e de
verdadeiros cidadãos.
