You may want to review our report, "Well 
Measured: Developing Indicators for Comprehensive 
and Sustainable Transport Planning" 
(http://www.vtpi.org/wellmeas.pdf ), which 
provides guidance on the selection of indicators 
for comprehensive and sustainable transportation 
planning. Also, the "Sustainable Transportation" 
chapter of our Online TDM Encyclopedia 
(http://www.vtpi.org/tdm/tdm67.htm ) has 
references that may be helpful. Unfortunately, 
they are only available in English.
