What is urgently required is a policy on urban transport (person trips) including a policy on all MVs (all cars not just cheap cars), cyclists and pedestrians.  Merely banning small r cheap cars would not stand up in courts.  On the other hand, banning MVs on the basis of emissions would probably be permitted by the courts (we are all guessing!).  

Reducing the number of cars coming into Mumbai is a good start if complimented with the supply of other transport options. We need to be comprehensive and inculdue all modes.  Draconian restrictions, even if allowed by the courts, will not work.
