says that theoretically LPG should produce less
harmful emissions and GHG but that in practice this
varies. Factory fitted LPG engines tend to burn
cleaner but retrofitted gasoline engines may emit as
much as 10x more harmful gases. It also supposedly
depends on fuel quality with pure propane having less
emissions when burned compared to mixtures with butane
(more butane means less NOX but more THC and CO2. The
irony in the Manila  case is that the  government is
aggressively pushing  biofuels and a new mandates a 1%
biodiesel blend and a 5% bioethanol gasoline blend for
transport, so why push LPG? 
BTW, while we don't really like biofuels either,
governments continue to promote them and developing
countries regard them as a way out of poverty and 
dependence on foreign oil. Should we continue to
completely oppose them or should we start pressuring
governments to adopt sustainability standards for
biofuel production?
