[sustran] Bicycle discouragement

Dear Sustran-members,

I remember having read here among the Sustrans-mails that the police somewhere in South East Asia dumped rickshaws in the river to make more space for motorised traffic.

Can somebody supply me with details (where, when), and - if possible - help me finding pictures from the event?
