Dear people,

In short, defining which ridership prediction to use can be a subject of 
dispute. Sometimes the best assumptions can be undermined, for example, if 
the region fails to implement supporting policies. Neverthelesss, depending 
upon definition, quite a few agencies in the US have gotten higher than 
expected ridership.

The Bangkok case is unusual, since it is privately funded and must charge 
fares much higher than the majority can afford.
