[sustran] Evaluating Accessibility

Dear Colleagues,

I'm working on a new chapter on the concept of "accessibility" for our
Online TDM Encyclopedia (http://www.vtpi.org/tdm). The concept is simple,
of course, but I'm finding it difficult to explain it clearly, describe its
implications for transportation planning, and establish functional ways to
evaluate it. I now have a draft version, and would appreciate feedback. 

This is a particularly important chapter that can help explain to planners
how the traditional emphasis on mobility can be harmful to society, and how
alternative approaches to accessibility can help solve transportation
progblems. I feel like a cook who needs feedback on a stew: Does it have
enough onion? Is it too salty? What spices does it need?
