I hope that anyone could help me with the following.

I'm looking for information on citizens(the users)' participation
in public transportation operation especially in subway operation.
There could be many ways for the citizens(the users) to participate
in opearation of subway system from planning to operation.

I heard that in some cities there are citizens' committee on public
transporation operation. 

I would like to get infomation on ways of citizens' participation
in building and running subway sytem. I'd also like to know if I could
adapt that participation system to Seuol's subway system.
