[sustran] Commercialisation of road space underneath flyovers

We are looking for information on the commercial utilisation
of space under flyovers.
We are specifically opposing the commercialisation of space
under a 1.5 km. long flyover being constructed along the
Western Express Highway (i.e. the Bombay Ahmedabad Highway)
at Andheri in Bombay. This flyover will cross over three
major intersections.
The earlier proposal was to construct two split flyovers on
either side of the road, but this has also been changed and
a massive flyover is now under construction on the centre of
the road.
Also, the height of the flyover has also been increased to
accomodate an extra floor.
Any reports, documents, references on the problems
associated with commercialisation of space under flyovers
would be appreciated.
