[sustran] Stop engine at the intersections

In The NETHERLANDS, with its many inland waterways and bridges, drivers
are supposed to switch of their engines when waiting for a bridge. There
is no official name, but drivers are reminded by signs at bridges saying
'Bridge open - engine off'
