I see what Eric means about 'capacity' building looking dubious: would
"ability" be better?

You might even slip in a capacity sentence somwhere:

"Where additional capacity is needed, it can usually be obtained by
encouraging the more sustainable modes: walking, cycling and public
transport all need less space than private cars."
