For a very successful example of encouraging PASSENGERS to take
alternative modes of transport look at San Fransisco International
Airport. They achieve a very good modal split without a rail connection
thank's to one of the most elaborate and well organized network of airport
shuttles in the United States. The shuttles require no subsidy and make a
profit to boot (the fact that parking at SFO is horrendously expensive
helps!).
