An intresting way of assigning values of travel time to any mode might be
to include all costs.  Current vaue of time concepts favour faster modes
irrespective of the environmental and social costs involved.  Most
projects and their viability are highly senstive to the values
assigned for travel time using different modes.  This is a major area of
research in the NMT field.

A furhter area of research is vehicle equivalency.  What are these
equivaleencies based upon?  The engineering standrads were based upon size
and weight.  Is this relevent if you are trying to improve NMT roads?

Most of what is done in the above two areas, the values assigned, has been
based upon experience and judgment.  There is not much research backing
this up.
