Here is an abridged version of a long announcement received from Eric
Britton of EcoPlan. The topic is a broad one including much more than just
transport emissions.

ZERO EMISSIONS: POLICY TARGET OR PIPEDREAM?  Announcing a Virtual
Conference Open to All Over the Month of August

A collaborative international undertaking in the form of a 'virtual
conference' organized over the month of August under the leadership of
Robert Ayres (Insead) and Eric Britton (EcoPlan), sponsored by the United
Nations University and the Ministère de l'Environnement (France).  As is
appropriate, given its concerns, this is being organized as a travel-free,
resource-sparing, low-emissions, and convivial, undertaking.

This interactive international conference is being called to take a close
look at the concept of zero emissions (z/e), addressing:
* Is zero emissions possibly a useful concept for research and policy?
* If so, what are the processes by which we can move if not to, at least
toward, zero emissions.

The discussions and exchanges are taking place via several technologies and
paths, which include:
1. Email Messages: Comments, working papers, materials and suggestions can
be directly communicated  to the conference postmaster (at
postmaster at the-commons.org).
2. Email Discussion Forum.
3. WWW Forum  at http://www.the-commons.org/zero-ems.
4. Videoconferences.
5. NetMeeting via Microsoft's NetMeeting, a new multilevel interface based
on a local telephone call with a fast and loose, user-to-chose combination
of audio, video, chat, file exchange and whiteboarding links.
