Planning for Apec is efficiently under way - we hope.  An
anti-terrorist practice in Auckland for the September conference
drew an excited audience, but it turned out to be a damp squib.
The only action was five cops walking briskly into the Downtown
shopping centre - then out again with lunch and soft drinks.
Turns out there was a communications hitch in Wellington, making
it impossible to start the exercise.  Here's hoping the glitches
are ironed out before Bill Clinton arrives.
